LeMay was wrong when it comes to an industrial power. Bombing German cities didn’t help, it strengthened their resolve. Bombing the transport grid crushed the Nazi not bombing the cities.
However, he’s correct when it comes to nonindustrial powers. Carpet bomb the crap out of them and they’ll give up.
