The people supporting (covering) for these pervs are even MORE guilty, in my mind. I worked for a company years ago, if a salesman wrecked a car, the DISTRICT MANAGER, his boss, (not the salesman) was brought in and raked over the coals. Sounds unfair, but the accident rate miraculously dropped. They began stressing safety, seat belts, etc. The scoring wasn’t on how many wrecks the salesmen had, it was on how many wrecks the District Manager had!
That’s more or less the way the Army worked in my day. The person in charge was ultimately responsible.
