Let me see if I’ve got this right.
They gave bribes to politicians and when the politicians didn’t deliver, they want to sue.
Suing because the bribes didn’t work and they want the bribe money back.

Well not quite right. This program has been in place since the late 80's or early 90's under GHW Bush. The same type of deal is in place in many countries where if you "invest" a certain amount (Depends on the country) you will be granted citizenship. The US law is $500,000 and only grants green cards and the business that you are investing in has to generate a certain number of jobs. (I think it's 10 but don't quote me.)

The problem is that the business went belly up, the money is gone, and there are no employees so these fine Chinese investors are out their half million and they don't qualify for the green cards. Now you may say that it sucks to be them, and they should have looked closer at who they were investing with, but they weren't breaking the law.
