That isn't how Sharia works, and if De Moliner wants to learn that all he has to do is ask the Muslims, it isn't any secret. They'll be fine with one territory, one government, but both have to be theirs. Many peoples? Sure, that's what jizya is for. Shut up and pay up, dhimmi. Later, convert or die.
This is nothing more than give the bully your lunch money and hope he leaves you alone. He won't. Why should he? He gets everything he wants, and the only thing that is changing in that equation is that he wants first more, and then everything.
Actually, any French politician with the guts (haha) and enough remaining national pride to be sufficiently Machiavellian would embrace this idea. Give the muslims a section of France, let them all move there, then the non-muslim portion of France would invade the muslim portion, slaughter them or deport them, and re-take the land. It would be a far better strategy than trying to get them out from France as a whole, because that would lead to a country-wide civil war, effectively. This way results in containment.
Someone needs to go the French military cemeteries near Verdun and apologize to the dead soldiers.
