Crimes committed on an airplane fall under the jurisdiction of the Federal courts. Since this was a military airplane it could also be prosecuted under the Uniform Code of Military Justice. The only reasonable way to properly investigate this is for the the Attorney General to appoint a Special Prosecutor.
