ACT Teachers Rep. Antonio Tiniowarned that the financial help will violate US federal laws citing Paragraph 2151n of Title 22, Chapter 32 of the United States Code which prohibits the grant of assistance to “the government of any country which engages in a consistent pattern of gross violations of internationally recognized human rights.” And who's the controlling legal authority on making this determination? The executive branch I'll guess.
