Army lifts ban on cutters, mentally ill and drug abusers to meet recruiting goals
Lowering quality standards to meet quantity requirements does not seem like a good idea. Better to have an undermanned army with high standards than a fully manned army which can't be depended on.

Correct. Better to have a small high quality military than a large low quality one. Thanks can always be filled in case of a major war.
