How in the hell did Kelley have a security guard license issued by the Texas Department of Public Safety?

Follow up to my question...

Elsewhere I read that the POS had a Texas DPS permit as a Non-Commissioned Security Officer and was authorized to carry while on duty.

Un-freaking-real.

I wonder where and when he worked??
