First off, How did this murderer pass a background check? With a domestic violence assault conviction he should have automatically been declined through a NCIC database check. Apparently he was denied a concealed carry license, so who screwed up? Was it the store that sold him the AR or did someone higher up the LE food chain pass his background check for nefarious purposes?

Also - How in the hell did Kelley have a security guard license issued by the Texas Department of Public Safety?
