What a bunch of bovine droppings....
WM has hundreds of camera watching every inch of the store....
As far as I know the perp was the only shooter and they could easily track him....
My wife works for WM so I am familiar to a point on how well the store is covered by cameras...

And that’s the way it should be! The police have to accept that as part of their working environment and need to be trained to deal with it appropriately.
As far as armed citizens go, it’s best not to draw your weapon until you’re certain it’s time to use it.

He began his massacre, apparently noticed the artillery appearing all around him, realized that he was now at a serious disadvantage, beat it the heck out of there before the lead went flying back towards his direction.

Seriously, I have to ask if the LEOs first priority was to check the customers for carry permits or to pursue the perp? Fair question.

If they had only had the good sense to get killed the investigation would have been much easier.

Pennsylvania has 2 1/2 x the population and about 1.1 million LTCF. Well above average, I would guess.
