Sounds like a misprint or typo. The report I'm seeing says Hudson and Chambers, which are intersecting streets on the lower west side of Manhattan.
If you look at some of the photos of the scene and look at Google Map at that intersection, you can see the bicycle/pedestrian bridge over Hudson Street on the north side of the intersection.
