The controversy over the no-bid contract previously set off a Twitter feud between the mayor of San Juan, Carmen Yulin Cruz, and the company, which is based in Whitefish, Montana, the hometown of Interior Secretary Ryan Zinke.
The company has only two full-time employees, and many were surprised when it received the big contract to help rebuild Puerto Rico's electrical grid in the aftermath of Hurricane Maria. Whitefish has never worked on a project of that size.

A utility company that I work with sent 1/4 of its line crews to PR to work under Whitefish (for various legal reasons). I’ve heard that the corrupt PR government is trying to keep them from working outside of certain areas. They want the people miserable because they are trying to use this as the crisis to make them demand communism. Mayor Cruz sees herself as the female Castro and wants to create another “Workers’ Paradise” like Cuba.
I thought they did take bids but the only other possible company insisted on $25 mil up front and Whitefish did not. They staffed up and are doing the work. They are also taking financial risk, by assuming that PR can actually pay them at some point.
At the time PR needed help, the closest US firms were already occupied with Florida and other disasters. This is the libs way of not being happy that an obscure firm from a red state got a big contract.
Is it not true that utility companies expand and contract in size as their contractual needs require, that it is not unusual to have only a small group of permanent staff?
