I think the problem here is that North Korea is doing it’s absolute best to convey the notion that Deterrence will not work on them. Kim still has a credibility problem, and no one believes that he will cause the full scale destruction of his own country unless he is completely and utterly insane, but if its his strategy to make others thing that he is insane, it may be starting to work.
In other words, Japan might actually be worried that taking a passive policy of non-provocation isn’t going to assure their safety.
It’s a very difficult situation. Kim is almost like the Muslims in that MAD isn’t much of a deterrent.
