What I don't get is why the owners are okay with it. Is there investment in their out-of-control players so prohibitive that they have to save as much of their investment as they can for now?

If they were actually in control anymore, nobody with a felony, drug, or domestic violence conviction would even be drafted. And once they got there, it would be a "no strikes" policy, and a handbook of rules would be strictly enforced.

It's not going to happen.

The owners won’t do anything because they don’t trust each other. If one or two owners got tough and benched or let go star malcontents then another owner or owners would gobble them up and dominate the league, win the Super Bowl, etc. Get in tough would only work if the all got tough independent of Goodell. Very short sighted of these tip-top business minds! Of course if Goodell had slapped Kapernick down immediately it wouldn’t have gotten out of hand.
