No, he was not praising Soros, he does not even mention Soros in his quote. You missed the punctuation and are combining the author's text with Bush's quote because the author is attempting to create that impression.
There's no mention of Soros in his quote at all and as far as the quote goes he's right and it actually reads as a quote in opposition to everything Soros is working for as Soros is wholly against US leadership , preferring UN-like international consensus instead:

And they knew that the success depended, in large part, on U.S. leadership.
