He is likely Webelos II/Arrow of Light level, on the older side. They start at 10 usually (5th grade) but could turn 11 during that season.

OK, folks - I understand all of what you are saying. I was a Cubmaster for several years so I’m coming from what our Pack did. I’ll use my Eagle Scout son as an example:
Born - Halloween 1980
Kindergarten - Fall 1985, age 4 to start, turning 5 early in the school year.
1st grade - Fall 1986, Tiger Cub (age 6)
2d grade - Fall 1987, Bobcat/Wolf year (age 7)
3d grade - Fall 1988, Bear (age 8)
4th grade - Fall 1989, WEBELOS I (age 9)
5th grade - Fall 1990, WEBELOS II, Arrow of Light @ Blue & Gold Banquet, February 1989, Age 10yrs, 4mos. Boy Scouts will accept boys who have completed Arrow of Light @ age 10.5 or have completed 5th grade.
Could an 11-year-old still be in Cubs due to parental decisions to hold him back in school and activities for their own reasons? Certainly and I’m saying this is the exception, not the rule, thus my question of why is an 11-year-old still there? There’s a reason that is outside the parameters of the BSA.
