I seem to remember a weapon, real or suggested, what was nothing more than a shiite load of .45 caliber diameter or so bomb shaped slugs dropped in a rain of destruction. Carpet an area. If streamlined enough, terminal velocity might be effective.

The primary objective of any weapon or weapons system is that the company(ies) producing it get lots of bonuses for their top brass. The ground fighter is not important. Survival of the crew is not important. Effectiveness is not important. That BMW in the garage and the golden parachute; that’s important. (I worked in defense for over thirty years.)

They’re called ‘Yellow Dog Bombs’. Look it up.

I’ve seen and handled something much like the ultimate dumb mini-bomb that you called for.

This little gem looked like a mini-rocket-ship, with tail fins and all, and was made of solid steel. They were allegedly dropped from bombers in WWII by the box load.
