Correct me if I’m wrong...but wasn’t the whole original intent of the construction of this....was simply to jump-start the program with federal money and force the states into it’s own taxation schemes to keep the pyramid-scheme afloat?

No the original intent was to force the country into nationalized health care by adding so many people with a sense of entitlement to the rolls, subsidized by the government, that once you tried to take those subsidies away the cries of the howling mob would be so loud we would have no choice but to keep it.
