Continuing to rule in the minority, the ruling Conservative-Progress coalition's proposed budget has to fetch votes from parties out of government. This limits the extent of what the government can do. The budget tweaks the income tax system, lowering the rate on ordinary income by one point, reduces the draw on the country's huge sovereign wealth fund to a sustainable level, and off-sets the loss of funds by cutting subsidies, e.g., to electric cars. These are all minor changes, but in the right direction.
