Apparently, most Vegas hotels do not have video in guest hallways. The rationale I’ve read: (1) too expensive; and (2) it makes no sense to have video unless you are going to actively monitor the video, which is (see #1, too expensive).
Video in a business is frequently of questionable utility. So you saw the doer do the crime. You couldn’t pick them out of a line up. They’re gone. And it sets up an expectation in the customers that you would take action, or be able to catch thieves and so forth.
