It was the Chinese police who told South Koreans about the threat.

Apparently (according to the article), many people flee North Korea via the Chinese border.

That implies to me that there could be alot of North Korean agents in that area.

As a result, FAT BOY might want to grab some South Koreans for ransom. North Korea is short on cash, food, gasoline/diesel, etc.

There was a story that North Korean embassies were doing anything to raise cash.
