The mayors’ plan was to benefit themselves by graft and corruption. Trump’s plan is to distribute the food.

Yup, the mayors have a tried and true plan.

The Bill and Hillary Clinton Haitian disaster relief plan and they have been following it since day one

The Clinton Haiti plan

1- Engineer a humanitarian disaster
2- Appropriate a massive multi billion disaster relief bill in Congress with no spending controls and mechanism to audit
Steal the country blind while it's people wallow in misery and starve

One commentator in the Miami Herald article explained the hierarchy of distribution. It went something like this. First are the mayor and his staff and families. Then come political supporters, especially donors. Next are government employees and unions. Last are the churches. Everyone else can fend for themselves.
