First, the FIB is 100% in charge. These locals are mere props. The motive is being covered up. The narrative is” he led secret life and we will never know why he did it”. This statement was designed to make people think the shooter's motivation was connected to foreign involvements. An FBI agent making a statement like this doesn't adlib, and they don't repeat something unless they intend to publicly amplify it. Saying "all across the world" and "outside of the United States" is sending a specific message for a specific reason.
