You might get some flak over asking that question, but it is a fair question to ask. Are we to become like the British Empire, an empire that found reasons to be everywhere, all of the time?
First question for all of us is what strategic interests does the USA have in either of these countries. Why isn;t the UN doing this.

Even if these were the only 3 Special Forces in Niger, seriously unlikely. It would constitute hundreds of thousands, if not millions, in military expenditures. All on a country that is just simply of no importance to almost anyone, including the people of Niger who are mostly tribalists.
It has dozens of tribes and languages and has no measurable economic output and few prospects to get any. It is barely a country. It is more a loose conglomeration of warring tribes who hate each other.
When do we start putting America First?!

The political maneuvering for siting the HQ tells all anyone needs to know. Even the “experts” admitted defeat before even starting.
