“We are probing, so stay tuned,” Tillerson told reporters in China. When asked how the two countries "probed" Tillerson said they would ask directly.
“We ask: Would you like to talk? We have lines of communication open to Pyongyang. We’re not in a dark situation, a black out. We have a couple of three channels open to Pyongyang. We can talk to them, we do talk to them," Tillerson said.
Tillerson told reporters that the U.S. government and North Korean government have "direct communication" with one another over its "nuclear and missile tests."
When reporters asked if the U.S. worked with China to communicate with North Korea, Tillerson said the U.S. has direct access.

This is how “professionals” deal with things. Politicians have done horribly for the past 20, 30 40 years with NK. The US is no longer a paper Tiger.
Trump is trying to get tough with North Korea while Tillerson always wants to peddle backwards. I think Rex should be the next to go.
To resolve this requires carrots from Tillerson and credible sticks from Trump, Mattis, etc. One is not enough.

I really don’t see it as a criticism. Tillerson and Trump know what they’re doing.
Watching the other hand...Tillerson got a commitment from China. That's what we were after.
Tillerson wants to follow a policy of appeasement that has failed. Trump does not.
