Maybe he will get his grand jury to indict Kushner and Trump's son for meeting with that Russian lawyer ("conspiracy to subvert the integrity of the election" or some such nonsense). Or indict Manafort on something.
Or he could write up a report with no substance but lots of arm waving and hand it over to Paul Ryan while giving a press conference telling everyone that this presents a case for impeachment ("obstruction of justice" for firing Comey, "violations of the Civil Rights Act of 1964" for criticizing black NFL players, whatever). He may think the deafening applause from the New York Times and the Washington Post will either convince Ryan to start impeachment proceedings or else lead to a Democrat takeover of Congress so they can start impeachment in January 2019.
