We drew our line at 18, as good as any arbitrary line, so of course there will be gray areas like a 17 year old girl and her 19 year old boyfriend where no harm is really done. I remember hearing the ideal situation was for older women to initiate boys into sex, and for older men to initiate girls into sex. Haven’t tried it out, yet.
