I don’t wish a disaster on anyone. But in the case of California, a disaster seems inevitable on a monthly basis — whether I wish it or not.
Certainly I would oppose a penny of federal aid for that state, no matter the fire, flood, mud slide, earthquake, tsunami or Martian invasion. No money for you.
