I wonder what a secret “kinetic” option is?

A kinetic option just means an approach the takes the initiative, the offense.
I would not be surprised at the USA having a host of secret weapons.
I can imagine everything from miniaturized, nuclear robotics to robotic directed nap of the earth drones, to satellite based weaponry.
