Puerto Rico, already trying to dig itself out of a historic financial crisis, is now facing a direct hit by a major hurricane that could destroy any progress the U.S. territory has made under a year-old economic rehab plan ─ and set it back further.
Hurricane Maria is forecast to hit Puerto Rico early Wednesday, testing the local government's ability to respond to a humanitarian disaster. While the Caribbean island of 3.4 million people is accustomed to tropical storms, it hasn't been hit by a Category 4 or 5 hurricane since 1928.

The entire point of Puerto Rico's flirtation with bankruptcy or something just like it (i.e., PROMESA) is the huge amount of municipal debt they had to service. IIRC, the amount due to municipal utility debt was the majority of the $70-80B in municipal debt. If they spent that much on utilities for a small area, how could it be ailing? A totally corrupt mess.
In a case like this, bankrupt doesn’t even matter.

We should place Puerto Rico under a control board like we did Washington DC. Cut non essential services and gov. employees. Offer tax incentives to businesses.

I live in FL and understand, I wouldn’t wish a hurricane or its dislocations on anyone.
Just pointing out the fact that the massive bond debt in PR, which ostensibly went for capital expenditures in their municipal utility sector, seems not to have made it into actual infrastructure. When the issue of adding them as a state comes up, the only argument for it might be that it would free Illinois of the distinction of most corrupt state in the Union.

For starters Puerto Ricans are Americans-for now. I say independence. As for it being broke with a hurricane coming think of California being broke with a tsunami + an earthquake at the same time.
