Mexico has a surplus population problem. They have far more people than their economy and infrastructure can support thanks to their sky-high fertility. This has created an indigent underclass that causes problems for Mexico's elites. Their solution is to dump as many of these on us as possible.

So it doesn't matter how negatively they view the US, Mexico's ruling class will continue to do everything in its power to dump its dregs on us. In fact, the more they dislike us, the more they'll be motivated to give us their worst riffraff.
