The voters in his single District elected him, NOT all the voters in Wisconsin. He’s only a Representative.
He is being challenged again in the 2018 primaries.(AFAIK)
Ryan’s District has a problem similar to the problem in my own: outside money. No one will challenge my critter (Ron Kind-WI-3). At least Nehlen (sp?) is tenacious.

problem is too many conservatives primary at once, too much outside money like you said, and i dont know if this is the case with ryan, but open primaries
