Good question... I am sure there is a reason why... prob costs a ton to keep up a prison hospital
The reason why is that the prisoners have enforceable rights to proper treatment and the taxpayers have enforceable rights to not pay for proper care at state facilities, so regular hospitals and their staffs are caught in the middle.
