I seriously doubt the residents of Houston are in collusion with hurricane Harvey which caused the ultimate destruction of their Fair City. Unlike Syrian refugees whom many were in collusion with several factions.
It is important to remember that the previous administration along with Secretary of State Clinton, and her successor Secretary of State Kelly, and their boss former president Barack Hussein Obama who all were in collusion with factions that sprung the Arab Spring and created the present situation in the Mashriq/Levant.
