When the Warsaw Pact commies collapsed in 1989 East German documents proved massive state drug regimens thus invalidating almost all their medals. The East Germans won rafts of gold medals. The wonderful IOC decided it was too much of a headache to take them away and left the results of many Olympics intact so none need to be returned. Since the collapse a sporadic few have been caught in PED use and lost medals and those will remain lost.
