I doubt that we have enough time to wait it out until they sort out their internal politics. Kim Jong-un probably feels that N. Korea can have a breakout in a year, and that is why he is making an all-out mad dash to the finish line. Before all players sort out their internal situation in order and present an unified front.

It is not wise to let China dictate the pace of process. Left on her pace, China would spend inordinate amount of time to figure out complicated ritual of backing down from their long-held position.
