The “proof” was that thousands voted with out-of-state drivers licenses and most of them haven’t applied for either NH driver licenses or car registration. Of course it is entirely plausible that thousands “moved” to NH on election day, voted, realized that NH wasn’t quite the thing and “moved” back to their home states before the polls closed.
Might be inconvenient if he did. If he dug deep into it then judging by the numbers Kobach would likely find that the large majority of those same day voter registrants were college students from out of state, who could register to vote in New Hampshire but did not meet the legal qualifications of a resident in order to get new drivers license or car registrations.
