I sat on a Federal jury for civil rights violations by out of control cops. What a mess. It went all the way through the department, city manager, city attorney and mayor. The cops didn’t know the feds had stung them on video and had them fill out affidavits and mail them back to the grand jurors. 5 years a pop on each count of mail fraud adds up. The 24 year old cop in my trial was looking at half a century behind bars for believing he was above the law.

Elected officials police chiefs are usually afraid of cop unions. That's the root of the problem in many of these cases. Too many cop unions will back the bad cops, and they get the rest of the cops, including the "good" cops to back them as well.
