....Osteen should have known this story was going to get a negative spin.

You'd think. Every tragedy has organizations that should have known better yet still do stuff that gets them bad publicity. Osteen wins the prize for this one. I'm surprised he wasn't PR-savvy enough to have a pre-emptive plan, renting some building out of the flood zone and set up a center for evacuees. He would've probably more than paid for it with donations from the publicity.

It's baffling.

Incidentally, the other day Osteen cancelled a huge upcoming event at the new Atlanta ballpark, citing mysterious “logistical issues”.

Cohpled with this flood PR misstep I would say there is something going on behind the scenes with his business. I’d look for need to break soon of a scandal or financial woes.
