I think they wanted to warn against muslims stealing goats,
which can happen.
But that wouldn’t be PC, so they had to include Jews, also.

BTW, this is because a word for chicken (”gever”) can also mean “man”; hence, a “man” is substituted
for the sinner, the sins are placed on him, and he is executed instead.
