That said, he believes the National Popular Vote interstate compact, an agreement between states to award all of their electoral votes to the candidate who wins the popular vote, could succeed as a workaround if we can convince enough state legislatures to pass it in time. So far, it has won approval in 10 states and Washington, D.C.–the agreement will only be enacted once states delivering a total of 270 electoral votes have signed on, and it’s still far from that goal.
“That’ll be an easier way to get this done,” Moore says. “People should not despair, thinking, well, the Republicans have all this power and all that. Think of the suffragettes. They were trying to get the vote for women. They got [the 19th Amendment ratified] in 35 states to give women the right to vote. Think of that uphill battle.”
Moore also says we have to get people united behind the most viable candidate–whoever that will be–battling Trump for the presidency in the next election. “Eight million Obama voters voted for Trump. We just need to convince a few of them–hold out our hand and bring them back. Can we do that? I think we can do that,” Moore says. “You know, there were seven-and-a-half million that voted Green or Libertarian. I think we can convince a few of them to come back. We don’t need to convince a whole lot here.”

First, this is a back door to a popular vote vs. the electoral college. Thus, it's highly unconstitutional.
Second, since ID laws have been struck down, then it would be very easy to steal an election. Harvard did a study and found many illegal votes for Hillary. Think it was 5 or 7 million votes.
I guess Moore realized there party is dead unless they steal elections.
At least 3,000,000 illegals voted in 2016, meaning Cankles did not win the legitimate popular vote.

There are three essential Democratic mistakes setting this up as another Trump-win.
1. All of the ‘battles’ created throughout 2017 are agenda-drive, and none of them fit into the plain regular working-class Democratic-potential voter. It’s like the party doesn’t even care.
2. The way it looks now....the top four potential candidates are Warren, Zuckerberg, Senator Harris, and VA Governor “Cache” McAuliffe. None of the four attract votes in the south or midwest.
3. At least four of the Hillary-won states are likely in the play if the unemployment rate continues at this present trend.
Still no new ideas from the Democrats. They will continue to lose.
They've been proposing that for years, and the story disappears until Election Day in a presidential election year when the popular vote is likely to be very close.
Some states have even passed some variation of this "electoral vote by national popular vote," and yet no state has ever changed its electoral vote. It's all a bunch of nonsense, mainly because it is completely unenforceable. Nothing stops a state that has adopted this proposal from passing a law immediately after Election Day to change their electoral vote process back to the normal one.

IOW, right now this has no meaning (other than maybe NJ) and I don't think it will pass in any other states.
This popular vote crap has to be defeated. It’s just an invitation to vote fraud, since it changes the Presidential election from a referendum of the states to a referendum of the largest Democrat-controlled cities.

I can guarantee you that if a Republican wins the popular vote in any presidential election but loses all of those states, not a single one of them will ever follow through on their obligation to change their electoral votes to the GOP candidate.
