And yeah I-10 is going to flood but I'd suggested that instead of making it wider, make it a double decker. Then you could still have some lanes in a flood plus non-local interstate traffic doesn't need to bog down/get bogged down by local traffic.

A simple road widening project of 1 mile, that uses $1 of federal money, can take 5 to 7 years to complete. The actual construction only takes about 6 months, the rest of the time is chewed up through the regulatory process.
We started a waste water treatment plant upgrade project with state and local dollars and were 3 years in, 2 years planning and 1 year in construction, when the EPA finally decided to fund $1 million towards it. It was too late to stop us but we were cited in the federal close out audit for not following federal regulations during the planning and bidding processes.

Instead of Harvey being Trump’s fault, all the blame should rest with the Cape Verde Islands.
After all, the CVI seems to be the proverbial “Rove Weather Machine”, as it seems to always be the source of these tropical disturbances in the first place.
You should attend your city council or county commissioner meetings and see why things cost so much and take for ever.
First off, these projects are debated for years even though the need was identified many years in advance but the request for funds was denied in favor of parks and other social service wants and needs.
Second, then they start to micromanage the project asking for things that they think are important.
All of this adds to the costs. And since they have already spent any reserves they have to seek bonds and grants. Since all grants are competitive against all the other projects in the state, this adds more delay and costs.
I’ve seen this in 25 years of public service as a Public Works director and City Manager.
Next will be the claim that the hurricane knew Trump had signed the order and that was why it hit Texas. Cue Maxine Waters in 3, 2, 1...
Exactly. If I was the city engineer for Houston I would have recommended the adoption of design standards that were far more stringent even than what the Obama administration wanted.
Trump caused this flooding by rescinding an Obama era regulation that was not yet in effect, that would not have prevented this flood had it been in effect because new infrastructure takes years and even decades longer than it should, precisely because of regulations such as the one rescinded at question that was not yet in effect.

Elevated highways typically aren’t built to put the roadway high enough to withstand a flood. They’re built to allow traffic on different roads to flow freely without intersecting with each other.
One of the Yahoos in the comments said that it was God getting revenge on Trump’s action. Saint Obama’s executive orders must be protected!

FOX had an old Black guy who was a FEMA guy at one time. He blew it under Bush and decided to "I ain't sayin' Trump ain't doing a smack-'em-up job, but I'm just sayin'" while saying that resources under the Texas Governor's control ain't being deployed fast enough or in enough numbers. He evidently thinks the whole Texas National Guard should be knee deep in water instead of having a lot of them making preparations to hit it hard when conditions allow.
