I could be wrong, but some things just demonstrate an institutional problem with loose, sloppy (or non-existent) standards.
Great point. Completely agree. Who would you trust with your life keeping watch on the bridge, someone who maintains the highest personal moral standards, or someone who is dragged over from jumping from bunk to bunk?
