That explains a mystery to me..Friend's uncle with Alzheimers was giving 1500-2000 a month to a whole plethora of 'associations' ie..Friends of Law Enforcement, Benevolent Order of Fire Fighters..etc..All checks were deposited to one account in Arizona and trying to get someone to look into it was impossible..DC police (guy lived in DC) said report it to Arizona, Arizona said report it to DC.

They were hitting this 84 yr old gentleman 3 and 4 times a week for about 3 months before my friend saw (luckily) what was happening.
