He just cut off the magnet. When you reward something, you get more of it. These weren't "kids" anyway. Most were teenage or older males. It was just another scam.
And groups like Church World Service (CWS) and Catholic Migration and Refugee Services (MRS) got millions to help resettle them. Follow the money.
