Most (many?) of them live in public housing but that is now changing as you can't smoke in most public housing today.
No, as tax goes up, more people buy illegal cigarettes brought in from low tax states. Sales of legal cigarettes as measured by tax stamp sales fall. Thus proponents of tax increases can always “prove” there are fewer smokers. But number of people who smoke doesn’t drop as much as claimed. But profits of smugglers, many connected to Mideast terrorist organizations go up.
I roll my own for about $1.30 a pack.

along w/ COPD, heart disease and a host of other medical ailments.
A hospital administrator once told me that they would go out of business if there were no alcohol or tobacco.
You do remember that black guy that was selling loosies and was tackled by some cops and died because he couldn’t breathe? Selling loosies the city wasn’t getting their tax money from cigarettes so some poor guy died.
Don’t forget pulmonary fibrosis and lung cancer.
Raise ‘em $5 a pack and end smoking.

They said the same thing when they went over a buck a pack, then when they hit over $5 a pack. Folks still buy the crap. Many roll their own as a slightly cheaper way. Or move to a pipe.
Well, if you are gonna smoke, I do admire the economics of rolling your own. Plus, that act has to be an enjoyable, tactile part of the ritual....
