Just 10 days before ratifying the Paris Agreement, in June 2016, the environmentally friendly Norwegian government granted new oil licenses
Don't they understand. The Paris Agreement was established to economically penalize just the United States.

Maybe it's just sloppy reporting, but I hope not. Arresting a vessel is an in rem procedure under Admiralty law where a ship is arrested or impounded and perhaps later sold as means of collecting a civil claim. So, I do hope the Greenpeace ship was indeed arrested.

We were visiting friends in Rota, Spain prior to the Iraq war. Green peace was there harassing military traffic around Rota, the Spanish sent some special ops types and took their rudder from their ship.
They were singing the blues and really wanted their rudder back, it was hilarious, never heard the end result.

Arrested means stopped. Its use in reference to legal and criminal matters implies but does not denote taking persons into police custody.But also, the aircraft landing on the carrier is safely slowed and stopped on the deck by arresting gear.
