The reason that a Federal Grand Jury needs to be convened, and the reason a civil rights investigation needs to go forward, independent of the crash that killed Heather, is that there is the appearance that the politicians planned to let a group without a permit attack a group that did have one. Exactly why someone who was there and hurt needs to sue McAuliffe, the C’ville mayor, the police chief AND every officer there under U.S.C. 42,Sec. 1983. Violation of one’s civil rights under color of law - to which PERSONAL liability attaches.
