“Did they have a valid permit”

I just checked some documentation and it does not appear that the First Amendment requires a permit to express speech.

The First Amendment allows any type of speech but does not ok gatherings by large groups. For that, municipalities may require a permit. We Freepers had many gatherings in the 90's and either had a permit or were advised (when counter-protesting marchers such as anti-world bank huge marches) to stand on the sidewalk in small groups only.

What is never ok by the first amendment is blocking traffic without a parade permit. When the Mayor of Baltimore kept saying that people shutting down roads,including interstate highways, were just exercising their first amendment rights, I was outraged. When no one in any position of authority or media prominence did not call her out on that, I was further dismayed.
