Just based on clinical definitions of mental retardation, I have trouble with a number as low as 68. 78 maybe. :)
Most of them they pulled out of thin air because there is nothing to base them on.
I became really suspicious of them when I looked at the numbers for North and South Korea and began to wonder how the devil they managed to get the North Korean government in to allow them to do any tests.
Short answer. They didn't.
And you get that same short answer for most of the non-first world countries.
For the first world countries you get a lot of reliance on government data. If you think China is honest with their data, you have a problem with your reasoning ability.
